The relationship between the guidelines of the United Nations System (UN) and the Inclusive Education policies in Brazil

Abstract

In recent years, the social and educational rights of people with disabilities gained ground in the international and national political debate. In this context, numerous studies show the relationship between inclusive public policies and regulations of international organizations. This article discusses the relationship between the guidelines of the United Nations System (UN) and the implementation of inclusive education policies in member states, through the example of the Brazilian case. In terms of methodology, descriptive-analytic research principles were used, focusing on national and international documents. Our research, among other aspects, showed that the UN guidelines have been incorporated into national public policies, not automatically, but mediated and adapted according to the disputes between different agents that act politically in the arena of the rights of persons with disabilities. Also, it illustrates the contradictions, advances and perspectives in the guarantee of rights for people with disabilities in Brazil.
