School infrastructure and public investment in Education in Brazil: the importance of educational performance

Abstract

The article aims to identify if the infrastructure of schools and public investments in education contribute to an increase in educational performance. For this purpose, a school infrastructure index was created and, afterwards, quantile regression models were estimated, based on information on education expenditures, Index of Development of Basic Education - Ideb, and schools obtained in the Basic Education School Census for the years of 2007 and 2017. The main results showed that the implementation of infrastructure by the municipality influences the quality of education. In general, the municipality that lacks administrative mechanisms aimed at the management of education reduces its capacity to efficiently apply the resources destined to the sector.
