Open-access Localizing the 2030 Agenda: Promoting gender equality in the municipality of Humaitá-AM

Abstract

This research addresses the location and territorialization of the Sustainable Development Goal (SDG) aimed at promoting gender equality. The objectives of this study were to propose a partial municipal reading of the 2030 Global Agenda and evaluate the performance of the municipality of Humaitá-AM in relation to two goals of SDG 5. The methodology used consisted of adapting the proposed indicators from the Institute of Economic and Applied Research (Ipea), based on indicators already produced by international consensus, considering the various global agreements and national commitments to tackling gender issues and implementing measures aimed at change. It was possible to evaluate the effectiveness of public policies through an analysis of historical series of state and municipal averages from 2015 to 2021. The evaluated indicators presented concrete and measurable data on the evolution of women’s achievements in the political, economic, and social fields, observing greater participation of women in Humaitan society. Although they have positive effects, the change processes are evolving slowly, requiring substantial improvements in the effectiveness of existing policies targeting women in the municipality. It was found that there is still much to be done, as barriers, sexist cultures, and paradigms need to be broken and overcome, to achieve greater female participation and thus fulfill the commitments of the 2030 Agenda, for the construction of a full democracy and equitable, toward sustainable development.
