The Federal State of cooperation and the municipalization of the educational system: limitations and potentials

The municipalization of education emerges as a policy guideline adopted by Brazil in its identity as a Federal State of cooperative character, due to the political and international in-scope affirmation of the neo-liberal capitalist globalization, of the insertion of the 1988 Federal Constitution, the distribution of powers among the federal entities, the principles of democratic management of public education and mutual cooperation. This essay aims to sketch how the political process of municipalization is developed, indicating its limitations and potentials within the educational policy in Brazil, leading off from an approach to the political effects of the constitutional and infraconstitutional legislation, favoring the development of a nation characterized by its social, political and economic diversity.
