The National Plan for Elementary Education Teacher Training in the State of Rio de Janeiro: contributions and challenges

The article aims at analyzing the efforts made by the Rio de Janeiro state public universities in offering vacancies for the initial formation of public school teachers, in the context of the National Plan for Elementary Education Teacher Formation (PARFOR). Based on the fact that the Plan's vacancies are destined to active teachers of state and municipal public schools presenting inadequate formation regarding the Law of Guidelines and Bases for National Education (LDB), many public universities adhered to the aforementioned Plan reserving vacancies in their regular courses, or creating special classes. Data coming from the Department of Education/Anísio Teixeira National Institute for Educational Studies and Researches (MEC/INEP), the Coordination for College Education Personnel Improvement (Capes), and reunion minutes of the Permanent Forum to Support Docent Formation-RJ, among other results, reveal the Plan's potential in a state where formation policies lack unity and continuity. It also reveals that one of the greatest challenges of the Permanent Forum consists in the elaboration of a strategic plan for the Rio de Janeiro state docent formation.
