We present data from a research that envisages to contribute to the reconstruction of the primary educational culture's memory, in the State of Mato Grosso, from the Cultural History and Educational Culture perspectives. We use the Reports from the Public Board of Education, elaborated by Major José Estevão Corrêa in the first five years that follow the Public Education Amendment, in 1910. Results indicate the power relations among educators from the State of São Paulo and educational authorities from the State of Mato Grosso, in the instauration of a new model of school, having as a consequence the construction of a differentiated educational culture from the one that has invigorated in the first decade of the 20th century.
