School administration at the beginning of the XXth century: the case of Paraná

The new political order, produced by the Republic Proclamation demanded a reformulation of political and administrative membership in Federal and State level. In some places prevailed the practices that were used before the political change. In relation to school organization, in the first Reform of Education System for Federal District, the proposed changes did not reflect in State Administrations, immediately. The states tried to adapt the new govern regime to an education system that was too far away of the social reality of the moment. In Paraná, many were the rules trying modifications in school organization to allow a modern and efficiently teaching system. The innovations in education originally from Europe and the United States were used in the richest states, as São Paulo, and used as references and model to its implementation in Paraná. The creation of school levels, as kindergarten, division of fundamental school series, among other initiatives showed up the foreign influence that happened in Paraná because the Paulista's model. The necessity to graduate teachers to work in fundamental school was constantly preoccupation of authorities in relation to the Normal School that, in the end, became independent in 1922 and could develop, since then, a better pedagogic orientation. The complex of Paraná's schools, as public as private ones, despite its restrictive performance, was going to be complete in the second decade of XXTH. Century, composed by primary schools, high school, professional schools, technical schools and university.
