Abstract :
This article examines how educational policies are being studied in doctoral theses held in Portuguese universities, in the field of Education, since 2000. The author develops a set of interpretative lines about those studies, within a broader argument on the relevance of adopting a polycentric vision of public policies. Thus, he depicts the emergence of analytical approaches in which more complex views of education policies come to front: as processes and products that include and go beyond the guidelines for action emanating from government and state administration.
