This paper connects the evolution of Higher Education in Latin America to changing development styles and strategies. It discusses the recent trends in educational reforms and exemplifies them through references to national cases. It asserts that the "Latin American idea of University" suggests an agenda to transform Higher Education that may enhance the possibilities of a New Development.
