CIVIL SOCIETY AND POLITICAL SOCIETY IN EDUCATION PLANS

ABSTRACT

The aim of this paper is to analyze, in the light of Gramscian references, the context and the construction of hegemony around education plans. Based on a documentary and bibliographic study, we analyzed the performance of collective intellectuals in two distinct moments: the National Education Plan (PNE) 2001-2010 and the PNE 2014-2020. In both cases, we observed important participation of civil society in the construction of the plan proposals, but neither of them met the expectations and proposals of defenders of the right to socially referenced quality public education, in the terms debated in national education congresses and in the National Education Conference (Conae). At this time, when a new term-year education plan has been debated, it is hoped that the Conae 2024 deliberations will be included in new PNE and contribute to the advancement of educational rights in Brazil.
