ABSTRACT
The purpose of this study was to present and discuss the main changes brought about by the new regulatory framework for the application of public policies on basic sanitation (Law No. 14.026/2020), especially in relation to ownership, contracts, concessions, universalization, economic-financial sustainability, vetoes, solid waste, among others. In addition to the character of normative analysis, it was sought to verify the interconnection between the regulatory framework for basic sanitation and other public policies for urban development present in the Federal Constitution, as well as the perspective of achieving the goals set out by the new law. It is inferred, at the end, that the fulfillment of the claimed goals to make universal the right to basic sanitation, in addition to the careful regulation to be carried out by responsible agencies, requires the periodic evaluation of the effectiveness of the legal instruments brought by the new regulatory framework.
