Environmental viability at hazardous projects in São Paulo State, Brazil

The environmental licensing is an instrument that holds the analysis of environmental viability applied to projects and activities. It must be applied, obviously, before their implementation. This prerogative must be extended to all types of projects, especially those which offer some kind of risk. The present paper discuss some aspects of environmental viability related to the environmental licensing of hazardous projects as it occurs in Sao Paulo State, Brazil. Considering two different licensing processes of natural gas distribution systems, the paper questions the efficacy of this instrument and environmental risk assessment as instruments of environmental viability analysis.
