ABSTRACT
This research presents the garbage problem in an urban context that can be transformina resource of R$100 billion year basis by recycle process along with improvement of cleanness and tourism activities. According with BID, it will generate a reduction of urban violence by new job opportunities for low qualified people. To accomplish that it will be necessary a selective gathering with population involvement, awareness, incentive and punishing. The main purpose of this work is a garbage selective collect lottery proposal with a non-formal education process and a punishment legislation to a polluter responsible. The Teresópolis Project, with an integrated management municipal district methodology, has aggregated its data to this study case.
