This article aims to present the competence based management as a unequal tactic to be used by organizations to inquire innovations. Considering the current competitive markets, the competence based management aims to increase the performance of the whole organization through the upgrading of human competencies. It's described a study case carried out at a public research and development Institute, pointing at the main of competence based management.
