This study examined two administration strategies used by public organizations in Brazil. The objective was to verify which of them is most efficient, considering that their principal function is to satisfy citizens' needs. A literature review indicated that the Situational Strategic Planning - PES method is best suited for state institutions. In order to verify this, we conducted a study in a municipal institution that uses this methodology to organize its administration. The results proved our hypothesis but also showed that Total Quality Management could help these companies to obtain better management of their routine processes, which are important for the administration as a whole. We conclude, therefore, that these methodologies could complement each other.
