The Government of Luís do Rego Barreto and the Constitutional Transition in Pernambuco (1817-1821)

Abstract:

The article analyzes aspects of the administration of Luís do Rego Barreto, appointed to govern the captaincy of Pernambuco after the Revolution of 1817. We will discuss how the governor acted in the administration of the locality, placing his practices between the use of force and the reinforcement of his authority, and dialogue with local elites. After the beginning of the constitutional movement in Portugal, with the intention of remaining in office, the governor established political and administrative practices to present political moderation and adherence to the liberal and constitutional measures that entered Brazil. We argue that despite the resistance to his permanence in Pernambuco, which emerged from authorities and local people, strengthened after the formation of the Junta de Goiana (August 1821), his government was sustained through dialogue with important political and economic groups in the locality, especially after the beginning of the constitutional movement in the Portuguese empire.
