This article analyzes the relation enters urban population and busy population of Guaíra in the period of 1970 the 2000. It considers that the active population economically unprovided of a vacant in the work market, that is of the 23,56% order, very is raised. To collaborate with possible actions in the direction of reduce the problem the article presents strategies to promote the development and the generation of income for such population. The presented suggestions expropriate the agricultural sectors and of similar tourism and or activities. It strengthens despite Guaíra that already it are promising in the past, needs to recoup its economy to give has supported its population that eh still very next to the one to 1970.
