Abstract:
The development of skills in the actors are individuals or groups need to have philosophical, conceptual, programmatic and methodological frameworks to guide their development actions are required to implement standards, creativity and imagination to manage the update process, transformation and innovation of knowledge, attitudes and practices in solving the problems in the municipality to achieve the Local Development.
