Functional differentiation and civil society: reflections for a new governance in Latin America

The article's objective is to frame the new government under an operative pattern of a world-wide society that radically tends to the functional differentiation - and where the forms to give account of the problems of the society obey to mechanisms that can tender to non vertical and inclusive controls of diverse actors of the civil society. For this, we will enter ourselves in the new government (1), and we will later describe briefly the present social dynamics: the functional differentiation from the approach of the social systems theory proposed by Niklas Luhmann (2), which will allow us to enter in the network proposal and to give account of a government like the raised one. Then we will lead ourselves to sustain the importance of the civil society in this frame (3 and 4), to conclude with some proposals for future developments (5).
