The current territorial development policies sometimes have a particular relationship, of interest, to in local resources use and to the implantation of certain specific projects. These policies, we denominate "modernizing effect", a product of the some agents to turn the viable territory to their pretensions. These practices result in the diffusing of development ideas and modernization, but they do not occur on equal terms at the place.
