Data envelopment analysis as evaluation mechanisms and performance monitoring program for maintenance of inland waterways

The waterways in Brazil have a relevant role as they represent determinant factors in some cases in the strategic corridors of development. The physical and operational features of the navigable country ways are kept by the Program Waterways Support. Studies show the support activities of the waterways are not enough, as there is the deficiency in the update and divulgation of the indicative records of navigability, deficiency of the instruments of control, insufficiency of the mechanisms of evaluation and monitoring of the development of the program. The objective of the research is to evaluate the efficiency of the activities developed by the managers and performers of the waterway support program based on the DEA methodology - Envelopment Analysis of Data. It was concluded that regardless of the lack of financial resources and the systematic transfer to the general Waterway, only 25% of navigable waterways have that matches the investments received, which elevates them to maximum efficiency. It was also found that 71% of administrations are inefficient Waterway, between the average inefficiency in products of seaworthiness and 26%, which indicates that the navigability of waterways is flawed.
