Chile: democracy and the limits of consensus

The ability of President Ricardo Lagos government to promote the reforms claimed for by its supporters is examined against the background of the heavy obstacles put in its way by the legacy of Pinochets autocratic regime. If it does not succeed, it is argued, the center-left coalition that governs Chile since 1990 runs the risk of exhausting itself, with the consequent growth of the Right.
