The so-called Special Period through which Cuba went after the breakdown of the USSR and of its block is examined from the viewpoint of the concentration of effort on the policies for scientific and technological development. The conditions which have led to the present shape of those policies are exposed, as well as their limits and the areas in which they have been most successful. The great challenge, according to the author, consists in preserving the conquests of Socialism while promoting the building of a new technological paradigm allowing an active insertion in the global world.
