Another institutionalization: Latin America and elsewhere

The stunted of democratization have been led to believe that the new democracies sooner or later should attain the forms of institutionalization that characterize the older ones. When this does not happen the former are seen as "stunded democracies". It is argued that the new democracies, first of all the Latin American ones, should be studied not for what is absent in them but for their positive characteristics.
