PRAGMATISM AND DISCRETION: THE RELATIONS BETWEEN THE US AND VENEZUELA IN THE BIDEN AND MADURO ADMINISTRATIONS

Abstract:

This article aims to analyze the reestablishment of commercial relations and political détente between Venezuela and the United States under the Biden government, especially from 2022 onwards, characterizing this rapprochement as a pragmatic movements on both parts. On the American side, this pragmatism is understood as the result of the need to realign positions and relationships at regional and global levels due to the dispute for hegemony with China. On the Venezuelan side, the pragmatism recovers an old foreign policy tradition of Caracas governments, regardless of ideological orientation, of skillfully relating simultaneously with great powers in dispute, to optimize and obtain benefits, in this case, the reduction of sanctions, the expansion of trade, and the entry of investments.
