The implementation of racial quotas in public offices for the federal teaching posts: a view from Colégio Pedro II

Abstract

Through the analysis public office notices for teaching positions in the Colégio Pedro II (CPII, Brazil) between 2014 and 2019, we elucidate the factors that render ineffective the implementation of racial quotas in public office contests, according to law nº 12,990/2014, thus inhibiting the presence of a greater number of black people among the institution’s faculty. We conclude that the way in which the reservation of vacancies is implemented in CPII contests, as well as in other federal educational institutions, reveals the face of structural racism present in Brazilian society. To tackle the mistaken implementation of Law nº 12,990/2014, we suggest that institutions carry out a critical evaluation of the procedures adopted for the reservation of vacancies for black people in the teaching contests in order to develop strategies to repair these deviations and enable the engagement of federal educational institutions in the anti-racist struggle.
