Abstract
The article discusses the existence of an ullage discourse that simultaneously produces the urgency of a fill, creating zones with gentrification potential. From experiences of residents threatened with removal in the port area of Rio de Janeiro - specifically in the "favela da Providência" and its surroundings - the research explores the guidelines of the governmentality in the production of forced displacement highlighting the resilience as part of a set resistences actuated by these residents to remain in the favela. Recognizing the production of a "desabitação" process, the article describes the practices of governments, especially through rumor and terror, in the building of vulnerability territories.
