Open-access Public policies for leisure and the community action's methodology

This article reports the advisory service offered to the Municipal Office of Sports and Leisure of Sorocaba, from April to December 2009. Its main purpose was to implement leisure activities in one of the town's district. Guided by the Community Action's methodology, this pilot project's aim was to qualify the city hall's staff and to strengthen the community. This report features the three strategy stages (break out, grace period, and continuity) including a penetration phase and the qualification of professional and volunteer socio-cultural entertainers. Results show some limits and possibilities, pointing out the importance of a partnership between public power and community, so as to promote a policy for the maintenance and use of spaces, and a socio-cultural entertainment policy capable of widening the community bonds and provide diversified leisure experiences to locals.
