PROGRAM “SPORT AND LEISURE OF THE CITY”: AN ANALYSIS OF ITS BUDGET COMPOSITION (2004-2011)

Abstract

This study investigated the budget composition of program Sport and Leisure of the City (Esporte e Lazer da Cidade, PELC) during budget planning and execution from 2004 to 2011. The study was quantitative and exploratory, and data were collected on the internet portal “Siga Brasil”. We concluded that the PELC had most of its resources planned and executed under the “Sports and Leisure” item and presented a budget made almost entirely of parliamentary amendments to it. The budget planned and executed in the program focused on implementing sports infrastructure in the country over sports program activities. The budget composition also indicated that infrastructure funding and sports activities proposals were not directly linked.
