ABSTRACT
The paper analyzes how affirmative action in graduate studies entered the decision-making agenda of Capes and MEC and the process that resulted in Normative Order No. 13/2016. It is based on documents and interviews with members of the working group that discussed the topic and with representatives of Capes and MEC. The work shows that the issue has not reached the country’s general agenda of public policies and the resistance to binding norms.
