ABSTRACT
In order to understand the current Brazilian non-contributory social policies, it is necessary to analyze not only the Bolsa Família Program (PBF), but also the tensions and challenges in its integration with other social policies, in particular the social assistance policy. Starting with the conceptual discussion of the state capaCITies that have been built for the implementation of the poverty reduction agenda and considering the recent historical period (2003-2014), the article analyzes the tangent and eventually intersecting processes of institutional building of PBF and social assistance policies.
