The coordination of collaborative activities in order to collect and consolidate sustainable competitive advantage is considered a basic feature of local governance in regional development. This work aims to identify the challenges related to the development of the Local Productive Arrangement (APL) of Information Technology (IT) in Fortaleza through an analysis of the content of the speeches reported by the representative of the sector. The research, carried out from June to October 2007, is considered exploratory in nature, supported by primary data through the analysis of content and technical research with the incorporation of quantitative and qualitative elements in the treatment of information as provided Godoy (1995). Thirty five challenges were identified related to the development of APL in Fortaleza. These are grouped in four critical factors that reflect the main demands with regard to the basis for strengthening the infrastructure and relationships in the cluster market.
