Abstract

The decentralization, intersectionality and networks as strategies for a new city management model due to the social policies aiming the better life quality of the citizens. While the decentralization proposes the transfer of the decision power over the social policies to the peripheral levels of town, it also permits that its management occurs with the embrace of its users. This transfer of power doesn't necessarily optimize this management of these policies. The interaction among the sectors establishes an alternative to optimize this management, since it combines the various social policies as the solution for the social problem that affects groups of the population that occupies determined region. The networks, as the construction of the relation among social actors, preserving their identity, makes it feasible and optimizes sources needs to direct a management of the social policies. We analyze two cases of models management in Brazil, from this presuppositions, the experience of administrative reform of Fortaleza, State of Ceará, and the creation of a intermunicipal net of counties at Saúde de São João da Boa Vista, in São Paulo state.
