Sources of Funding for Innovation: incentives and obstacles to micro and small enterprises - multiple case study in the state of Paraná

This study is concerned with fi nancing of technological innovation in enterprises, focusing on the Program of Economic Subsidy for Innovation. It aims to analyze the conditioning factors, incentives and obstacles, to access governmental resources for the financing of innovation in the context of micro and small enterprises (MSEs) in the state of Parana, Brazil. For the fi eld research multiple case studies using semi-structured interviews, a document review and fi le records were carried out. The fi ndings show the conditioning factors which have as incentives programs that favor the participation of MSEs; the participation of own resources facilitated; greater access to information through their proximity to universities and research centers; and experience in proposing projects that are likely to obtain greater success in approval. Furthermore, the following were seen as obstacles: their dependence in relation to research institutions to propose projects; the need to develop internal capacity for project execution; structural problems mean that they seek advice and consultancy for proposals for projects; and a lack of communication from funding agency on the evaluation of projects.
