This paper aims at discussing one of the vectors of dissemination process of income transfer policies in Brazils, specifically the influence of municipal experience, the Minimum Income Program of Mayor Suplicy term in the city of São Paulo (2001-2004) in the creation of the Bolsa Família Program in the Federal Government (as of 2003 to date). The process of formulation and implementation of social development programs in São Paulo (2001-2004) involved the construction of a network of policies based on different paradigms, which was named ‘São Paulo’s social inclusion strategy’ (POCHMANN, 2002). The Minimum Income Program was part of this strategy and generated, it is argued, an accumulation of social learning (HALL, 1993) and political legitimacy of political stakeholders, which allowed the transfer of paradigms and experiences (DOLOWITZ; MARSH, 2000) of municipal government for the Federal Government. The objective is analyzing the elements of ideas and practices deriving from the municipal experience that influenced the creation of the federal program.
