THE IMPLEMENTATION OF AUTOMOTIVE INDUSTRY IN BRAZIL PROJECT: AN ANALYSIS UNDER STAKEHOLDER´S THEORY

Abstract

The automotive industry is a milestone in the history of Brazilian industrialization. Started during Juscelino Kubitschek government, Brazil implemented the domestic production of vehicles. This paper presents an initial contribution to integrate two areas with incipient research in organizational studies: project management and management history. Based on stakeholders’ theories the description and analysis of the industry implementation was carried. The research begins presenting the Brazilian development efforts after World War II, which resulted in the Plano de Metas, an official development program that was carried during Juscelino Kubitschek government. With documentary evidence, and one in-depth interview, the formation of GEIA - Executive Group of the Automotive Industry, and his actions from 1956 to 1960 were presented and discussed. In the stakeholder analysis, it was found the existence of high power opponents ones, like three majors multinational companies in the sector and the Federal government economic team. On the other hand, President JK was an enthusiastic stakeholder. The structure of GEIA represented a milestone in the development of Brazilian technocratic vision, with a lean staff, agile, with decision-making power and pre-established rules.
