Is a descriptive cross-sectional study with predominantly qualitative analysis. The research was operationalized through triangulation of methods: a) field survey with 412 local residents and 39 delegates of the participatory budget; b) documentary research; and c) interviews. The results point to disruptions in the democratic process and make it possible to conclude that the participatory budget of the Federal District in that region is little democratically responsive.
