THE IMPLEMENTATION OF PUBLIC POLICIES AT HANDICRAFT ACTIVITIES: ANALYSIS OF HANDICRAFT PARAÍBA’S PROGRAM

Abstract

This study has examined the implementation of public policies at Handicraft Paraíba’s Program. The implementation stage is considered a crucial step for the effectiveness of a public policy program. This research used as a conceptual framework two theoretical models of implementation of public policies that have been adapted and bonded, giving rise to a new model that could encompass the whole dynamic of the process, in the context investigated. The research, a descriptive case study, was conducted under a qualitative perspective. Data were collected through semi-structured interviews and documentary research. The results show that the dynamics of program implementation is influenced by elements of the political and institutional context in which transitions between governments generate resource constraints, discontinuities and uncertainty for stakeholders. It concludes that the dynamics of implementation of public policies along the program is influenced by technical, political and institutional elements that affect policy outcomes.
