The Communities of Practice are emerging as a new form of organization capable of encouraging knowledge sharing, stimulating learning, promoting the dissemination of best practices among businesses, and stimulating, for instance, new approaches for problem solving among clusters of small firms. In this context, the present study has the objective to analyze the history of the Community of Practice (CoP) created by the NOS Network, which focused on local clusters topic. The Nos Network was created by the World Bank and other partner’s institutions in the North and Northeast Brazil, with the aim at promoting social inclusion, poverty reduction and local development. Considering that this research shares the understanding of learning in a social perspective, thus referring to phenomena such as interaction, exchange of experiences, and dialogue, we have tried to obtain empiric evidences of the work of the CoP through the narration of its members’ stories. The data collection occurred between November, 2004 to May, 2006, through data from documents, reports and other inputs shared on-line, and the interpretation analysis arose from the articulation of a narrative analysis tool. The research results have demonstrated the importance of the CoP of NOS Network to the generation, collaboration and sharing of knowledge among institutions from the North and Northeast Brazil, through the dissemination of valid practices and experiences all over the regions, in order to upgrade clusters of small firms.
