Resolutions of the Federal Council of Psychology: fundamentals of the regulation of the profession in Brazil

Abstract:

On August 27, 1962, the enactment of Law No. 4119 regulated the psychologist profession in Brazil, an important milestone to affirm psychology as constituted knowledge. The law, however, needed another regulatory mark. Thus, Law No. 5,766 of 1971 (and regulated by Decree 79,822 in 1977) created the Federal Council of Psychology. Its first plenary meeting took place on December 20, 1973, beginning the right (and duty) to construct resolutions to promote the ethical limits of professional practice. This study analyzes the constitutionality, legal apparatus, and the political effects of these resolutions and, thus, underlines the path of struggles that shows the importance (and the challenges) for the regulatory practice of Brazilian psychology.
