The Complex Municipal Scenario of Children and Adolescents Welfare Services

Abstract

Based on an institutional analysis (IA), this study identifies and critically discusses the public and private entities attending children and adolescents at “personal and social risk” from a municipality in the countryside of São Paulo. Representing the University as a member of the Municipal Council for the Rights of Children and Adolescents (MCRCA), a documental analysis was performed in MCRCA’s files to verify registered welfare services, seeking to understand the structure, functioning, effectiveness, and main problems and challenges faced by them. A literature review was also performed for characterizing the policies aimed at the rights of children and adolescents in the current Brazilian scenario. The political analysis revealed that these support entities are psychologizing social problems, which led to the development of therapeutic pedagogies of moral and relational basis focused on the behaviors, values, attitudes, and habits of assisted individuals. This study results provide data to guide municipal managers and other authorities in implementing more effective policies aimed for the rights of children and adolescents within the municipality.
