A model for structuring primary care health teams based on B-tree

Abstract

The revision of the guidelines of the organization of Primary Health Care (PHC) recommends territorialization and the registered population as issues to be operationalized by municipal administrations. This study aimed to present a model to assist in the structuring of PHC, more specifically in the organization of family health teams in urban areas. The model assesses the events of population and urban changes in the territory and how the impacts of these events can be mitigated, through adjustments in the structural arrangement of the teams and divisions in the territory. A hierarchical organizational graph and a decision flowchart were used to represent the model, developed based on the organization and operations of the B-tree - a computational structure for representing information. The applicability of the model is verified through the presentation of a case study for a medium-sized city. The model can be used from a visual form of schematic representation of the territory arrangements and team allocation to a computational implementation as an information system, with PHC structuring functionalities at the local level, effective resource management and care coverage. And also as a tool for situational analysis or assessment of PHC structuring, assisting in decision making.
