This work proposes a systematization of social problems based on the construction and analysis of cognitive maps. This arrangement is based on the perception of people; more precisely, on the inference of mental states regarding the behavior of social agents given in speech of experts. This study aimed to broaden the understanding of social problems, such as public safety and health, through the analyses of two case studies. The development of cognitive maps has clarified the implications of the experts concerning decision-making and actions. A more integrated view of the problems of public security and the crisis in university hospitals was obtained. In addition, this study provided a record of strategic view of the interviewees facing two complex social problems that directly impact the society's quality of life.
