This study emphasizes the implications of the Total Quality Control method that was implanted in public services in Brazil. The main goal is to understand how the Total Quality Control program, applied to the institution, reinforces the individual-mode, in detriment of collective organization strategies of work. In this way, this study emphasizes elements already found in the private sector, that are now being found in public service also, such as the incessant hunt for "client" satisfaction, necessity of profit, the importance of competition, always seeking to increase productivity.
