The author develops refletions on points which support administra tive modernization in Spanish public sector. Specificaly the role atributed to human resources in this kind of process considered a defined context: public administration is suposed to care citizens needs. This should happen in a regime of freedom, with scarcety of resources operating within patterns determined by new information technologies. This study will be published in three different parts on RAE Review.
