Public-private partnerships for developing road infrastructure: a recent experience in Portugal

Public-private partnerships (PPPs) have become, in recent decades, a fashion worldwide. Having in mind the theoretical assumption of PPPs, we analyze the relation between their use and the results obtained in the sector of road construction and management in Portugal. By means of a theoretical literature review and an analysis of current data, we propose to discuss the positive and negative aspects of this experience. The results point out agreements for constructing and managing roads that, in practice, did not result in a surplus value for the State, because they contradict the good practices in the use of public resources.
