This study is attempted to evaluate an action of the State with the society in the field of leisure, through its social eficiency and effectiveness (BELLONI; MAGALHÃES; SOUZA, 2003), using as an indicator one of the elements presented by Marcelinno (2001): the conception that the managers have of leisure. For that, we took as a reference the Program of Sport and Leisure in the City (PELC) and sought to identify in the guidelines from the Ministry of Sport and in the actions observed in the council of Vitória - ES, the conception of leisure.
