Investments in sport function of the municipalities of Pernambuco in 2013 by the FPM levels of dependence

Abstract

The 88 Federal Constitution has guaranteed more decentralization of public policies in sports and leisure. Municipalities have been authorized, in a discretionary manner, to invest in the sports and leisure role (SLR). This descriptive study analyzed the behaviour of local decision makers (mayors) regarding the assignment of resources to public policies in sports and leisure from resources invested in the SLR. The average investment in SLR increases as the dependency of MPF (Municipalities Participation Fund) decreases; municipalities depending on the MPF can make high investments in SLR; in all levels of dependency it is possible to find investments in SLR being directed to community sport and leisure. Municipalities in Pernambuco show minimum concern towards performance sports.
