Beginning considerations regarding the financing of the national sport and leisure policy during Lula’s administration

This article provides an introductory analysis on public spending on policies relating to sport and leisure during Lula’s administration. The data collected showed an unstable distribution among the various programs, which prevents not only the establishing of a set pattern of funding for sport and recreation during the time period analyzed (2003-2010) but also affirming the existence of programs and/or fractions of hegemonic classes when it comes to the spendings of public sector. However, some peculiarities would indicate the reasonableness of the idea regarding the prioritization of high performance sports in the allocation of public resources for the financing of the National Sport and Recreation Policy (NSRP) of the Lula’s administration.
