Abstract:

This article aims to explain the emergence of the Brazilian Independent Fiscal Institution (IFI), created by the Federal Senate in 2016, based on Kingdon’s multiple streams framework. The hypothesis evaluated was that the creation of the IFI was facilitated by the opening of a window of opportunity for institutional changes in the period, accompanied by the timely action of policy entrepreneurs. The empirical evidence collected corroborates the hypothesis raised and suggests the relevance of the Kingdon’s framework for understanding the phenomenon studied. As far as it was possible to identify, this is the first study to use Kingdon’s model to analyze the birth not only of the Brazilian IFI, but of the any other country. Therefore, future research could expand the horizon of the analysis initiated in this article, including comparative studies on the creation of IFIs in other jurisdictions.
